Intel Core 2 Duo E6300 Fan Issue?

Hi folks, I recently built my first computer and everything is going well until I noticed that my CPU fan is constantly turning on & off. Its idle temp is about 20 on avg, and the fan is off, once temp goes to about 23-26, fan kicks in, is this an auto mechanism that the fan purposely doesn't run 100% of the time? All I'm running is 2 HD's, 2GB of DDR2 667, ATI VisionTek x1550 GFX card, a cd burner, on a Gigabyte GA-945P-S3 board. My processor is a Core 2 Duo E6300, I recently upgraded the PSU to 650W. Can someone clarify these few things.
1. Does the fan kick in automatically as needed?
2. Is 650W enough power for what I've listed?

Hi,

1. thats speedstep + Q fan control working for you. Disable Q fan control in the BIOS and you must have have fan blowing at full blast.

2. 650W, if it is a good PSU must be more than sufficient for your system. The wattage number does not mean much by itself. What matters is the ability of the unit to deliver sustained high current. What is the ampere reading for the 12V rail? That'll tell something abt the power supply.

a core 2 duo prossecor doesent requier much cooling because it uses less power then other proccesers
