Increase/Decrease Fan speed in BIOS

OS: Pentium 4
CPU/Ram: 2.0ghz 512mb ram

When i first had this computer build the fans were extremely loud so the guy that built it for me some how lowered the fan speed in BIOS. but now my computer is running way to hot and I want to get the fans up to normall speed? How would it be possible to get it back to normal and could you explain it for me? Im not the best with computers. Thanks

The computer idles at 60 degrees Celsius and when i run start craft it goes to 70. and the motherboard is ABIT BD7
