I plan to O/C my pitifull Saphire Radeon 9600
SE, I have it running at a stable 425 / 200
mhz compared to stock. of 345 / 195 mhz (I
think . . . ). I will be getting and artic
cooling heatsink & fan combo for christmas,
so in preparation for this I would like to
know how many volts my card normally runs at,
and how many I can safely raise this to both
with the stock cooler and my new Artic one!

The SE is 64-bit card - you can overclock/overvolt it, but you're never gonna make a 128-bit card out of it. Save your money & get a decent video card instead...

jam is correct. My Gigabyte 9600se is oc'd to 432.00/249.75 and it sure won't go any further.
From your post below, you're also overclocking your system. If you're gonna have any success at this, get your system stable first. Then, start on the video card.
My experiences:
If the system is overclocked, the 9600se will not overclock as far as with the system at default speeds.
1. I had two choices...overclock the system, then go to work on the video card.
2. Leave the system at defaults and overclock the video card.
Solution 1 gave me higher cpu temps (had to raise vcore) and solution 2 dropped about 10° off the cpu temp (able to lower vcore).
Now the fun part...now matter which solution I used, max fps over a week of benchmarking was within ~1/2 fps.
Attempted bios flashes to my card were all simply rejected by stock bios.
So, like jam said...what you see is pretty much what you get.
