On the box it said the fan could run around 5000 rpm max. I've tried several times to have it run on that speed (through speedfan and BIOS) but it still runs around 2000 rpm. The computer crashes everytime I play Sims 3 due to overheating.

If it's getting that hot, it seems more like the heatsink and/or thermal material wasn't installed properly. Make sure you've installed it as per these instructions:
