Unless you're actually trying to unlock the properties of the CPU itself, which you obviously are not, then the procedures are always the same. Didn't you say that you knew a lot about computers? ;)

Anyway, use your mobo manual in order to find out where you can change the mhz. FSB settings as well as the clock multiplier settings. Older processors used 33/66/75 FSB speeds. Newer ones used 100 and 133 FSB speeds, and the newest boards use 100/133 DDR FSB which translates into a 200/266 FSB. Of course there are some exceptions too, such as the newest P4 chips which may go all the way to 200 DDR FSB for a total of 400 Mhz. bus speed.

Most chips perform best if you keep their FSB or Mhz. speed setting as required by the factory, while changing the clock multiplier in order to speed things up.
As Mainux said, that's the same for both AMD as well as Intel chips.

Keep your overclocking to a minimum, and work up from there. For example, if the chip is a 500 mhz. processor that's running on a FSB of 100 Mhz., try to set the multiplier to 5.5 which would then speed things up to 550 Mhz. Be advised though, that not all mobos are configurable that way. Some of them have everything automated, some of them have stuff that you change in the bios settings, some of them have adjustable jumpers on the board, and some mobos even have both - jumpers and configurable bios settings.

That's why you need the mainboard manual.
If you don't have that, just go to google.com and type in the exact name or style of your board. A lot of times that'll get you to a page with detailed specs, or even the mobo manufacturers website. Remember though, proper cooling is absolutely essential or overclocking may burn out your processor!!!!!
Hope this helps. Good luck.

what is a "proper cooling" temp?

That depends completely on the CPU itself and can vary by as much as 30 degrees celsius or 85 degrees fahrenheit.

It would probably help you to check out the processor manufacturers website. Just go to intel.com - amd.com and so on. find a place to search for answers, and then type something witty like:
P3 operating temperature.

There's a help forum here, but you do have to do some work on your own. Besides, it's a learning experience, right?
