help changing cpu speed for p4 2.8g

hi just i built my brother a p4 2.8ghz computer on an asus p4s800 motherboard. i did upgrade the bios. the problem i think i'm having is that it seem like the bios setting only allow the cpu to run on 200mhz fsb speed, but the cpu is capable of 800mhz fsb speed. the bios settings only allow up to 266mhz fsb speed, and then multiply by 14x ratio. it does not allow me to change the ratio.

(currently i'm overclocking it to 215fsb so the speed is 3ghz, the cpu temperature never go above 100*F even when playing games like call of duty)

so is there anyway to increase the fsb and lower the multiply ratio? preferably without downloading third party program? or maybe its already right but there is smoething i dont know? does the cpu voltage have any thing to do with it? and from the picture, what is memory frequency, is that for the cpu or is it the rams speed? any other advices to keep the cpu running safe would help too, thanks.

i also want to note that i my ram is a corsiar 512mb ddr pc3200 so it should be able to support that speed.

The Pentium 4 processor with 533 MHz system bus supports Intel's performance desktop processor by delivering 4.2 GB of data-per-second into and out of the processor. This is accomplished through a physical signaling scheme of quad pumping the data transfers over a 133 MHz clocked system bus and a buffering scheme allowing for sustained 533 MHz data transfers.

The Pentium 4 processor with 400 MHz system bus supports Intel's performance desktop processor by delivering 3.2 GB of data-per-second into and out of the processor. This is accomplished through a physical signaling scheme of quad pumping the data transfers over a 100 MHz clocked system bus and a buffering scheme allowing for sustained 400 MHz data transfers. This compares to 1.06 GB/s delivered on the Pentium III processor's 133 MHz system bus.
