Heatsink not working correctly

The current problem i am having is the CPU sometimes overheats when i got into the bios the heatsink is sometimes at 720RPM but b4 when i had a problem it was 200 and something RPM is there any reason for this? is a stronge PSU needed?

The heatsink is a block of metal - - it's the heatsink fan that spins to whatever RPM
720 is very low (let alone 200!)- if that's accurate Instead of a 'stronge' PSU, try replacing the fan
What kind of temperatures are you observing? Do you have any temperature monitoring software installed, such as Speedfan?
