Heatsink Being Sucky

I built myself a system today. Everything looks great to me but when i power on, the cpu heatsink spins slowly then stops, I've immediatly cut power each time this happens. On one boot I manually spun the fan at startup and everything went normally through the post and whatnot--it just needed a little nudge. So it's getting some power, but obviously something's wacky. Any thoughts?

It does not sound like there is a voltage problem more of the fact the bearings may have gone on the fan, or the fan is jaming some how! Is the fan new?

Yeah, the fan's new. Another person told me that the motherboard would decide whether the cpu was hot enough. He said that i could toggle this option i the bios. Is this legit? My motherboard is a gigabyte p35

Try disabling any option in bios similar to cool and quiet for amd.I have the same issue cranking my core 2 system and there are a few settings in bios related to over temp. shutdown and such. My alarm for no cpu fan goes off for a few seconds at boot then cpu fan cuts on and everything is ok.Also make sure the cpu fan is plugged into the cpu fan socket on MB not system fan.I dont have the same MB but options may be similar.

Yeh it is legit, its so that your fans arent running at 100% all the time and causing high levels of noise so it varys the voltage as to speed them up and down! This could be it follow advise from rober451 for looking for anything about cool and quiet or any fan options!
