NO, you haven't been cheated, you have the FSB set at 100mhz when it should be at 133mhz...just change the setting!

18 x 133.3333mhz = 2.40GHz

Do you have a motherboard manual? It will tell you if/how to make the adjustment.

Do you know the make/model? If so the visit the maker's website and download the manual. If you do not know then try Everest Home Edition
It will tell you everything you need to know and then some about your system.

Well you could look it up... but odds are with a CPU like that his mobo is new enough for soft clocking... look around in your BIOS for FSB and change it. Usually its under like "Advanced Chipset Options" or something like that.... If you can't do it from there, then you will need the manual to know how to set the jumpers...

Hmm Lets See:
1. I tried using BIOS and didnt find ANYTHING that had to do with FSB or anything even related to it. My BIOS seems pretty weird because there are hardly any options or settings that i can change.
2. I looked up my motherboard type (ASUSTeK P4S266VX) online and could not find a manual for it on the ASUS website.
3. I looked up my computer online (Sony Vaio PCV-RX755) and couldnt find it on the Sony website.
4. IM SOOOO0 COMFUSED! please help me...

Looks like that board is a special build for sony. You'll have to go to sony support for a manual. I found it here
Crappy manual though. says nothing about bios settings or motherboard specifications. Typical "namebrand" stuff. maybe they have a more "Technical" manual or you can email their support service.

Just did some searching...

Even though your 2.4GHZ P4 is a 133mzh/533FSB CPU, it appears that your motherboard only supports 100mhz/400FSB CPUs...that would explain why there's no FSB setting for 133mhz.

If what Jam said is accurate, and your computer was advertised as a 2.4GHz, yes you've been cheated. Contact Sony.

If the board does not support the higher fsb there is no way to overclock. Do as suggested by plyduster.
