Got trouble with VCOOL v1.8b9c!

No matter I am running Windows 98 or XP pro and once ‘HALT detect’ or ‘Idle Loop’ is been enabled, then I could hear a scratchy and distorted sounds from my speaker. What’s wrong with my hardware and vcool? Will it damage my hardware if I leave it there? It is because vcool can reduce nearly 15c and I rather leave it there than not to listen any outputs from the speaker. Thanks… Anyway where can I download the vcool help file or any documentation, because just want to understand its every functions.
