Can someone help me get my pc to run at its correct speed.
I've built a PC, here are the specs:
-AMD XP2800+ CPU (Barton)
-Gigabyte GA-7N400 Pro2 rev2 Motherboard
-80 GB HD (seagate)
-Radeon 9200SE 128 MB
-512 MB DDR400 RAM

Bios setting is set to default according to the MB manual except
for the fsb which is set to 166 mhz. I can only get it run
at 1.66 Ghz. Then I turn the CLK_SW on the MB to on.
It managed to run at the correct speed, however few
secs after a noice comes and the pc shuts down.
This is the first pc i am building so can someone
help me in letting me know which step to take next.

Barton 2800+ cpu should be running at 333MHz DDR (166 FSB), which means you had used the right FSB the first time.

Just clear your cmos, load setup defaults, and check that fsb is 166 and multiplier (or cpu ratio) is set to 12.5x. The correct speed is 2083MHz.

make sure you did not buy a remark cpu....

"Bios setting is set to default"

There's one problem right there. Default settings are used to get your system up & running, or they're used as a fallback point if for some reason the BIOS is reset. You're supposed to "tweak" the BIOS settings accordingly to the hardware that you have installed. There are dozens of possible hardware combinations...the default settings cannot possibly work properly for each of those combinations. For instance, for best performance on a socket A system, the CPU FSB & RAM bus should run at the same speed. So although you have PC3200 (DDR400) RAM, the speed should be knocked down to 166MHz (DDR333) to match the FSB of the CPU.

Obviously the FSB should be set at 166MHz (333FSB) for your CPU to run at the right speed. If it won't run at that setting, something is setup incorrectly. You may have a weak power supply, or you may have the heatsink installed incorrectly on the CPU & the system is shutting down to protect itself from overheating.

What's the brand name of the power supply? How many watts? How many amps on the +12v rail?

BTW, very poor choice for a video card.

Athlon XP 1800+
8.5 x 200MHz

Asus A9550GE/TD 128MB
