If I use DDR266 with a 333fsb cpu, will the cpu run at it's proper speed?
athlon xp 2600+ barton and pc2100
will the cpu clock down to 11.5x133?

It'll still run at full clockspeed, but the slower RAM will limit its true performance.

Your CPU will run at 166MHz/333FSB & your RAM will run at 133MHz/DDR266, but you're losing performance by running such a configuration. The CPU & RAM should run at the same bus speed.
