Front & Rear Chassis Fans at 0 RPM

OS: Windows XP Pro, SP2
CPU/Ram: Intel P4, 256 MB RAM

I have an Intel Desktop Board D845PESV, and the fan RPM monitor in the BIOS says that the front and rear chassis fans are running at 0 RPM. But I opened the case, and they both seem to be running.

Does anyone know if these Intel Desktop Boards have monitors on these two fans?

(The CPU Fan, called Fan 1, runs at about 2800 RPM, just so that you get an idea of what the other fans might be doing.)

If they have monitors on them, then they are broken or messed up in some way.
If theyn don't have monitors on the, it should say 0 RPM.
Also, It isn't the motherboard that has monitors or not, the fans have monitors on them that the motherboard reads. Old fans usually don't have monitors on them but newer fans should.

How many wires to the fans? 3 wires usually needed for speed monitoring.

I think that both chassis fans have two wires each. Red and black, I think. (Or maybe it was yellow.) They both connect to some white plastic connectors that join wires coming from the hard drives.
