OS: Windows XP Home SP2
CPU/Ram: Ram: 384MB, CPU: Intel 2.
Model/Manufacturer: Emachine
Comment:
Ok. So whenever I turn on my desktop, the CPU fan keeps running, and my computer boots up(?) but like... the screen is all black and the monitor eventually goes into a idle mode. My motherboard is supposed to be compatible with my current CPU. Any help?

When this happened to me it's because I'd been fiddling with the BIOS. I had to take the battery out of the motherboard for a few minutes then stick it back in and everything was fixed.

It's worth a try, can't do any harm anyway.

What if you were to disconnect all other drives? Run just motherboard, cpu, and hard drive. Is that an appropriate method for checking to see if it is indeed just the power supply?
