Fan speed/Noisy fans

CPU/Ram: AMD 64 3200+ 939 socket

I've got a home made rig here that is excessively noisy. The sound that the tower produces is so loud that if I want to read in the room I have to put ear plugs in. Oddly enough, the sound appears to be coming from a fan that was advertised as a specialty, near silent unit. I would like to slow down the fan to the point at which it becomes bearable, but I don't wish to put my system in jeopardy of over heating.

I checked out the bios and found these specs
42 Celsius- System Temp
43 Celsius- CPU Temp
Fan Speed- 4590 RPM
CPU fan speed- 0 RPM
Northbridge Fan- 8766 RPM

I suspect that the CPU fan sensor is either not working properly or is nonexistent, so I'm not too worried about that. The other two fan speeds seem excessively high though.

How should I go about quieting down my system without burning it up?

It seems like your CPU FAN is at 0RPM... Did you mistakenly plug the CPU fan into sys_fan plug so it doesn't have the voltage adjustment? If the fan is plug into cpu_fan plug, then is the fan spinning at all? If yes but produce excessive noise, then I suggest you to replace the fan since the bearing is going bad... If not, replace it immediately... In order to quiet down the system, you can always buy fans like vantec stealth series or others with lower RPM. In fact, I have 3 vantec stealth fan in my system 1x 80mm intake 92mm CPU fan 120mm exhaust fan and they are super quiet.

i got use to the noise. my PC has 6 case fans, exclude CPU, and PSU. 1 on the top, 2 on the back, 1 on the side, and 2 on the front. every time i turn that on, its like i am inside the nescar. i can even hear the noise in the kitchen. but i got use to it. thats the sound of power, just like cars. more noise, more power. LOL!
