I am building my own PC and want to purchase an AMD FX/51 with the heatsink and fan attached. Do I need to connect this to my motherboard using thermal paste, or since it come's pre-packaged with hs and fan attached is this necessary?

If you're talking about a retail CPU that comes packaged with an AMD HSF, there's a thermal pad already attached to the bottom of the heatsink. Just peel off the protective film & install the heatsink. (don't touch the pad)

If its the first time you are "fixing" the CPU onto the motherboard and hence the heatsink on the cpu, then the thermal pad that comes with the heat sink will be enough. You must be safe with that.
However for the second and subsequent times you install the HSF, you need to remove the previous paste with some thinner and apply fresh paste. Your temps will get higher w/o the paste. For the temps you will hit w/o paste, you can as well overclock and enjoy your games slightly better (with some neat thermal paste)...
