DDR cas latency vs. frequency

Which setting effects the speed of a computer more, cas latency or the frequency of the RAM? I have a stick of 512 Kingston DDR 333 and it says that I can run 166 at 2.5 or 133 at 2. So which is the deciding factor when determing what timing would be best? My timings so far are as follows 2.5-3-3-7. Not sure what these mean, though.
Higher speed with a litle higher latency will beat a slightly lower speed with lower latency. but you should figure out if your going to use the extra speed if not you should just get the speed you'll be using with the lowest latencies.

always go with the highest fsb you can get even if it means loose memory timings.
Bit if the memory can go to a higher speed higher than the mobo, on that case make the memory and mobo synchronous and use tight memory timings.
Summary: Can anyone please tell me the difference between running RAM at SPD, 2T, or 3T in CAS latency settings? My system was unstable at 166 fsb until I changed the RAM setting to 3T. Now, it works fine. My ...
