CPU won't Start

ok when i turn on the computer the green and yellow led light up in the front, telling me theres a problem. I have the case open so i can see what goes on inside when i turn it on. Heres the problem when i turn it on the only thing that starts running is the graphics cards fan oh and my PS fan. My chassis fans don't start and my CPU fan doesn't start. I've stripped everything out of the comp except PS,GC and 1 stick of ram. Still same thing happening. I went and bought a PS tester thinking it could be the power supply but the tester says it is good. So i am now lost to what it could be i checked the cpu and it didn't appear to be burnt and nothing on the MB looks fried. Thanks for any help you can give me.
