CPU usage goes to 100%

Specs: Windows 7
So,sometimes when i play video games such as CS:GO,CS Nexon Zombies,League of Legends etc....my FPS goes down to 0-10 and CPU goes to 100%.This causes the game and computer to lag/slow.I play every game on lowest graphic settings. This is bothering me for so long and i can't play games normaly. This is happening more and more often. What could it be?Also it happens sometimes when i watch a video. Also forgot to mention,it goes to normal after maybe 10-15 seconds

Did you check the processes list in Task Manager to see which is hogging the CPU? Please post your complete system specs.

Yes i did.Well games use about 40-70 CPU but then go to 100 and then back to normal. Also there is 2 of uc.exe not really sure what are they but by 1 site it says that uc.exe is a virus? xDI also have 2 of uuc.exe.I dont want to mess with that stuff because im not that good with computers xDBtw this lag didint appear before like 5 months or so.Also my specs:
Graphic card:ATI Radeon HD 4300/4500 Series
Windows 7 Ultimate
32 bit
AMD Athlon(tm)64 x2 dual core processor 5000+ 2.61 GHz

I couldn't find much info in uuc.exe but uc.exe is spyware. Which anti-virus/anti-malware program do you have? It doesn't seem to be doing its job. Try AdwCleaner:

Junkware Removal Tool is another program that gets recommended around here quite often:

If you don't already have CCleaner installed, get it & use it regularly. Pay attention during the installation & uncheck the box for any additional software that comes bundled with it. Or you can download the portable version instead. Not only can it be used to clean the accumulated internet garbage & system registry, but it can also be used to uninstall programs & manage your startup apps.

I don't know what you mean by "xDI" & "xDBtw". Are you referring to xD flash memory? Or is that an emoticon & you forgot to put a space after it?

"I play every game on lowest graphic settings"

With a Radeon HD 4300/4500 series card, you would almost have to. It's an HTPC card, not a gaming card.
