The speed of a laptop CPU varies based on load, it doesn't run full speed all the time....if it did, you'd have to recharge the battery much more often, plus it would run hotter. The faster of the two CPU's you mention (T7200) only runs 333MHz faster than what you currently have & it will only run at that speed when under heavy load. Is it worth spending $250?
The RAM upgrade is similar. If your current 2GB RAM isn't being maxed out, adding another 2GB will do nothing to improve performance. But it will take another $25 bite out of your wallet. So you will have invested $275 for little or no performance gain.
If gaming performance is what you're lacking, the problem is usually due to weak graphics. Most laptops (except for higher end) use integrated which can NOT be upgraded...the only way to upgrade the graphics is to buy a new laptop.
