NO. It is not thermal paste and I doubt that it has enough similarities to make it effective. Proper thermal compound is not expensive and considering the small amount used, the small tubes sold will get you a few uses, it is actually cheap to use. To properly apply see:

OX GARD OX-100 conducts electricity, that was what you do NOT want. Just go to Radio Shack & buy a tube of "heatsink grease" for $3.

Arctic silver is commonly considered the best; however, I don't use it and I have found other brands to work just fine and I OC to the max.
