Before setting the CPU to it's proper speed I'd get that CPU temp way down on temperature as more heat will be created when the CPU is made to run at a faster speed.

When installing the heatsink did you use thermal paste? Are you using the stock heatsink with the thermal pad on the bottom?

If the CPU temperature is brought down you can set the CPU to run at it's proper speed (1666 MHz) by setting the FSB to 133 and the multiplier to 12.5 in the BIOS usually.

I set the FSB to 100MHz, the temp dropped to 53°C instantly, returned to 133, rebooted, then the temp was 72. The 833 problem in XP only occurs when the cpu temp is over 70.
http://www.zalman.co.kr/english/product/cnps5005Cu.htm this is the cooler I use, I used thermal paste, even removed the old one, and applied a new one (better they said at the shop). Also added 2 fans, 1 intake and one exhaust. The zalman is running at full speed to maintain 53°C at cpu idle.
Funny stuff :/

That cooler is so-so.

You are misleading us (not on purpose I'm sure) when you imply that the temp differential between 100mhz and 133mhz is 19C. Let the machine idle for 20 minutes at 100mhz then idle at 133mhz for 20 minutes and then note the temps. They will not be 19C different.
