cpu slows down

I have the same problem with my Toshiba M3 laptop. I know you all say that gaming wont be very good on it but its perfectly fine for me except the cpu randomly throttles down, usually when i need it the most. It makes my games run in slow motion. I went into a program that comes with toshiba laptops that works like the bios and set the cpu "Dynamic CPU Frequency Mode" to "always high" as opposed to dynamically switchable or always low and i set the power management to desktop/home pc but it still throttles down when i need it. anyone know how to make it not do that?

Help it cool off better. Intel processors throttle back when they get too hot so they don't self destruct.
