CPU/Ram: 1.3g

I have a toshiba laptop that even when running no applications the cpu intermitanly runs at 100% for periods of time and when i do run apps its jumpy. In the process tab of the task manager it shows winlogon.exe taking up most of the CPU like 99%. I have reformatted my hard drive 2 times and like a week later the problem comes back even. Im running windows 2000. Any idea's anyone?

Running windows 2000, or XP should lower your CPU usage stats as apposed to a machine running 98 or ME. What CPU does the laptop have, and what sort of software is installed?
