cpu not up to speed

I just built a computer with all new components I have a ecs k7vta3 3.1 board and it will only run on 100 when I change the jumper on the board to 133 it wont run.I have been through bios a million times and it seems all settings are correct.Its not running hot and i have a 450 watt power supply.Ecs says it could be interference from generic memory,anyone verify that or any other suggestions?Thanks

Could very well be bad RAM. I doubt it's the PSU seeing as yours is 450W. I'd test the RAM using memtest86.

I ran memtest86 and didnt see any errors.The ecs tech said generic memory can generate excessive rf noise and a k7 cpu is noise sensitive therefore creating unstability in the system,any believers?Also when i first start my computer it says no array found.Thanks
