Just built a new system...on my start-up screen it gives me a message that reads "re-resetting CPU frequency in CMOS" I changed clock setting...ram...any ideas?

It would help if you listed your other system specs & what the clock settings are for both the CPU & RAM. The 6400+ is a relatively new CPU...it's possible that your BIOS needs updating to officially support it. Also, check your temps...the 6400+ is a 125W CPU & tends to run hot.

my ram is crucial ddr-2 5300 and I left the cpu frequency in bios on default.

In your 1st post you said that you "changed clock setting...ram". Now you're saying it's on default. What exactly did you change? Are you sure the CMOS battery is good?

This has nothing to do with your problem, but if you wanted to get the most out of your system, you should have gotten DDR2-6400 RAM.
