Cpu Fried? (No Overclock)

Well I left my computer on for a while not probably 1 week. I come home to find that my computer is off but the lights inside are on. I then find out my dad was reseting the circut breakers. I belive this map have fried something in my computer but everything looks ok. My CPU is a little brown behind the core but nothing that looks like its fried... does a little brown considered it was fried? There are no brown marks on my mb or vid card.
The wierd part about this is the way the computer behaives... when i start up the computer the heatsink spins for a second and slows down. If i hold the reset button down it will spin. I belive that it detects when it is needed. If i flip the sqitches going into the mb the fan will turn on.
When i turn on the computer the fans turn on and the light on the mb turns on. I have an asus 333 bus or something no onboard sound, and was woundering if there was any surge protector on it... if there is any way I can reset it. You can tell nothing happens on the hard drive as if it is loading windows..

If anyone could help me out I'd appreciate it.. I don't want to buy a new CPU but I will if I have to. Thank you.

Try to reset your bios!
If it's the cpu you should get some error peeps (depending on the bios on your board).
It maybe a gone bad power supply but doesn't have to.

BTW:
As long as your father doesn't shortcut something that send more power through the line than normal I don't see what should fry your cpu!
Was there a thunderstorm while you have been away ???

Yeah one very wierd thing is that there is no beeping at all. I'm not to sure if it ever did beep in the first play though. I put the computer together myself and I don't know where sound would come out lol... Thunderstorm? Na I was only at school. I don't see why it should be fried either but my heatsink was acting wierd... I did pull out the battery to reset my bios.. still no clue whatsoever what happened to it. I sent it to a technician so I wont know for a while.. I'll be lucky if its just the cpu and not the mo bo. Hopefully its the power supply but that seems to be working fine.. everything seems to be in good shape its just not reponding. Very very wierd.. I'll post what the tech finds until then any suggestions?

Take out your video card. Disconnect all drives except 1 drive that has the OS. Disconnect any other stuff. Start the computer. If the motherboard dosent beep, your cpu is fried, it it does beep its not fried
