fan speeds DOESN'T matter, all it matters is how the heatsink is designed and the airflow.
your fan might be running at this rpm, but the air flow might be good

This Ryan fellow has more misinforming posts than everyone else combined. Ryan you need to read more and write less, seriously.

Fan speed is by far the most important part of any cooler. In one study they took a very top end heatsink and a cheap mid-level heatsink and put a slow fan on each (same fan) and then a powerful fan on each (same fan) and the temps were within 0.3C on each sink when they had the same fan. The good fan produced temps of 36C and 36.3C and the slow fan produced 41.8C and 42C. Fan speed is everything.

2500rpm sounds like the stock intel fan speed. It is a good choice because p4s have great thermal protection. They slow to half-clock when they get hot and shutdown when they get real hot. This leaves no reason to bother the user with a loud fan so intel puts on a weakish fan and this allows a low noise environment.

Intel users do not need to watch their temps unless they are overclocking. Just enjoy.

I used to have the Stock heatsink fan combo from intel. Its rated @2500 rpm and might even turn about 2600 rpm.
Although fan speed is important, rather I believe that its what the fans' capable of "moving" is what is important here. CFM (Cubic-Feet-perMinute.) Yes a fan might run @2500rpm but its how much air it can move which is the deciding factor.
Yes the intel fan is craptastic, but for regular joes its just right for you.

Intel P4 fan has built in temp sensor and variable fan speed.
It will go over 3,000 RPM from a low of 2,400 depending on case temperature or air intake temp.
Max case temp is 40 degree C according to Intel Thermal Management guidelines.
