CPU Fan ROARING

Im not sure whats going on..i use speedfan and its showing the CPU at 0 degrees and under load the fan isnt that bad..but when it isnt under any load at all..it sounds like a jet turbine taking off..so loud..i can take my IE window and move it around the screen and as i move it u can hear the fan throttling down while its under load

any ideas?

Are you saying hte CPU fan is just plain loud, or are you saying it needs to be replaced/cleaned?

no..just at random times my CPU fan shots up to around 4500 RPM and doesnt slow down..but lets say i open up IE and move it around the screen creating a small load..i can hear the fan decreasing n speed while its moving and once i stop moving it it goes back to a steady 4500 RPM

its almost like its getting too hot..but its not even coming close to overheating..its around 43C

its a HP a1620n stock cooler

thinking of changing cooler..but if that doesnt help i am lost
