CPU fan or power supply

When I turn my computer on, I almost immediately get constant beeping and will not even turn the monitor on. I took the side of and then turned it on to see if I could spot anything wrong with the fans. The fan on top of the heat sink was not on. Would this be my problem or does it just come on when needed??? I removed the fan and heat sink but with my luck the CPU came with it. (great) Could this have damaged my CPU is there anyway I can find this out before I spend money on something not needed. I did clean the CPU and put in back in place seemed to fit with no problem. I guess if it is not my fan on the CPU causing my problem then I guess my next step is putting a voltage meter on the power supply to see what I get for a reading. The fan on the power supply is working when I turn the computer on but doesn't seem to be to fast. I am in the process of moving and my books for the computer are burried somewhere. Do you have any advice on my problem? Thanks

The constant beeping is a clue. Is there a pattern to it such as 2 long, 1 short beep? Or just a constant repeating beep?
It's possible that your motherboard is detecting the non-working CPU fan & is preventing the system from firing up to protect the CPU from overheating. When you replaced the CPU & HSF, did you apply a fresh layer of thermal paste? If not, you're gonna have to remove the HSF again & do so...it appears that you're gonna have to replace the fan anyway. You can either mount a new one on your heatsink, or buy a replacement HSF.
