CPU fan makes humming/buzzing noise

My CPU just started making a loud buzzing/humming sound. It is almost as if something is rubbing, but I can't see anything that would be. I took the fan off (and cleaned all the dust out of it) and it only makes the noise if I hold it a certain way. When it is making the noise, it looks like it slows down a little bit, so it probably isn't safe to be even running the PC until I figure out the problem... Has anybody seen anything like this? It made this noise once a long time ago, but never did it again until now. Is there anything I can do to fix it, or do I need to get a new one?

It seems to me some thing is wrong with the motor in you fan if it is behaving this way I think you should go to your local computer store and purchase a new fan they are not expensive at all.

I forgot to mention that the CPU for this PC is an 80486. I just got a fan from the local electronics store for $12. What is a Volcano 7? I assume it a higher powered fan for newer PCs, right?
