CPU failuar before and after fan changed

Specs: Windows XP
When I turn my computer on, there is a message that says CPU fan Failuar, so I changed the fan with a new one and pluged it in, and the fan still doesnt make that louder sound and doesn't blow air like it used to be before now when I put my hand on it, the air is not that high like before.. also the message still shows up when I log into my computer... PLEASE help me

If both fans turn but not at least half speed, check to make sure the plug is correctly oriented. If it is, check in your BIOS and see what speed the fan it reported to be turning. Also look to see if you can temporarily set it to full speed as a test rather than automatic. You may have a motherboard problem and the fan's reported speed as well as seeing if it will run at maximum will help diagnose the problem. You can also try connecting the fan to another fan port or directly to your power supply with an adapter plug, but you will have to deal with the motherboard telling you the CPU fan is not working, and possibly turning off the warning in the BIOS if you can.

You have to be a little bit crazy to keep you from going insane.
