CPU dead???

I decided a few moths ago to try building my own computer and started buying a few parts each month(K7S5A MB, AMD XP 1800+, GeForce 4, 256mb DDR RAM) . When I have finally put it together all that happended is the HSF turns half a turn and then nothing, no post, no beeps nothing. I have tried all the troubleshooting guides checking connections, trying mobo out of case,resetting bios, trying with minimal settings etc. The only thing I have noticed is that when I take out the CPU from the mobo the HSF then seems to work when connected and the power turned on. Is this the mobo that seems to be at fault or could it be the CPU. The CPU doesnt seems to be broken or scracthed or fried. I dont have another pc to try the parts in but don't want to replace the wrong parts. Any ideas???

Did you change the BIOS jumper? Usually motherboards are shipped w/ the jumper on reset. This will cause comp to seem dead. Hope it works

the k7s5a is by far the most picky motherboard when it comes to power supplies. for your config, I recomend a minimum of a high quality 400 watt with a combined wattage of 230 watts or better

I seriously doubt that is your power supply. Unless its a dead one of course. 300 should be well enough to run your system. If you know how to test a powersupply while connected to the motherboard while booting then do it. If the meter drops below or near 11.5v then you will need to get another one. But like a said...doubt that will be the problem. Your computer store should be able to test the cpu for you. It kind of sounds like you fried the cpu with ESD. ESD will kill your cpu with out you even knowing about it. And also double check the motherboard settings just to be on the safe side.
