CPU BIOS question

I just installed a PCI video card in my Optiplex gx270,
due to the failure of the integrated one. Now it will not
boot up when the CPU speed is set normal in the
BIOS. If I set it to compatible, it will boot but runs very
slowly. Any suggestions?

Do you know what the CPU/RAM setting is set to when you set it to "compatible"? Because PCI graphics cards cant run too fast because of the restricted bandwith (although saying that, I am running a FX-5200 in mine and it runs ok)

Antother thing to consider is entering the values yourself, it may be that the "compatible setting is underclocking too much, and the "normal" is trying to push it too hard?
