Cpu at 100% usage question

So...With this new computer i bought from a friend, it runs my games very nice and everything. Just one problem though. Whenever I load up a game (Counter-strike, WoW, or even internet explorer!) The CPU just shoots up to 100% and flucuates between that and 80& whenever Ihavethe program running. And also the computer fan will get abnormally loud. Should I be concerned?
Otherwise when i dont have a program running its usually somewhere between 0-20.
