“won’t boot” is a problem with many causes.
It would help if you could tell us your system and what was happening before your computer quit booting.

Have you tried plugging in the power supply? Maybe attaching the power button to the mobo if running ATX. Perhaps you should install a CPU. Or a graphics card? Maybe some RAM? Try plugging a power connector to the motherboard. Is the monitor plugged in? Be more specific.
The main problem when the Computer doesn't boot is the CPU. If the heat sink and fan assembly of CPU is loosely fit than there's a chance of PC not booting at all or PC hanging after boot or rebooting automatically. Also see to it that the CPU is not loose.
The reason I am stressing on CPU is becoz I have faced such kind of problem 4 times in which once the CPU was found bad.

Are you some different person stealing this guys post? Oh well, try getting a fan that fits right, and a CPU that you know works. If you know it is the CPU, then you can go and replace it. And don't start a comp when the fan is loose, its just a bad idea.
