computer restarts fine, has shutdown problem

Specs: Windows XP
Hi. I'm trying to fix my brother's computer (XP, fully updated). It crashed a couple months ago, but he was able to reboot. He lost some data but the computer still works. There are still two problems. First, the computer thinks it has a full hard drive when it doesn't. My brother lost about 30 gigs of music, but shows a nearly full hard drive.

Second, after the computer shuts down, you can't start it up for about half an hour. It gets stuck in the blue HP screen. However, I can restart it just fine.

Any help on either of these issues would be much appreciated.

Hmm.. First, a question about this 'no restarting' thing. If you unplug it and then plug it back in... Will it start then?

And I'm not sure what to say really about the hard drive besides; back it up and format... Assuming you can access the data.
