I've bothered everyone so much, I'm sorry again, and I thank you for all the help so far.
I am going to reinstall my cpu on a new mobo, I have a few problems though, I slipped up, and a tiny bit of artic silver got outside of the cpu core. It's not connecting any of the chips outside of the core, but I'm worried. So I have a few questions, do I need to clean the core off? Should I clean off the stuff that got outside of the core? And if I do, can I use 99% Isopropyl alcohol for core and off the core on the cpu. After I use this, should I wipe if off with water or something? Or just let it dry, what scares me about using this stuff, is that it's flammable, and says to keep away from heat. What should I do here?

Here's a section from the Arctic Silver instructions on removal - website URL is at the foot of the post.

Removal Instructions (From Hardware)
1. Arctic Silver thermal compound can easily be removed from hardware using the proper cleaners and tools. For general clean-up, a cloth or paper towel will work well. Intricate cleaning can be accomplished with Q-tip swabs. An old toothbrush can often get the compound out of crevices that other tools cannot reach.
The recommended cleaners are:

CPU Core:

Use high-purity isopropyl alcohol or acetone and a bit of careful rubbing.
Do not use nail polish remover as it contains fragrance oils and other contaminants.
(If you use acetone, do a final cleaning with isopropyl alcohol.)


Heatsink:

Use xylene based products (Goof Off, some carburetor cleaners and many brake cleaners.) or mineral spirits.

Remember:

Once you have applied a thermal grease or melted a thermal pad onto a heatsink, it is impossible to remove all of the grease or pad from the microscopic valleys in the heatsink using standard cleaning chemicals and paper or fabric towels. Any subsequent thermal material will be applied over the remnants of the original material.

Never use any oil or petroleum based cleaners (WD-40, citrus based grease removers and many automotive degreasers) on the base of a heatsink. The oil, which is engineered to not evaporate, will fill in the microscopic valleys in the metal and significantly reduce the effectiveness of any subsequently applied thermal compound.

99& rubbing alcohol dries quickly. Just take a couple q-tips and soak one end in alcohol and keep the other end dry and clean off the whole cpu using both ends alternatingly.

So as long as I swipe it off using the dry end, I can leave it like that, and it won't do anything like ignite on the processor right? I'm a bit paranoid I guess, just don't want to ruin the processor. Its safe to use even though it says it's flammable?

When screwing with my processor/hsf yesterday, I used 99% isopropyl rubbing alcohol for the cpu and heatsink and 40% brandy for me. Both seemed to work fine.

Heh, I should try that 40% on me... Anyways, I cleaned it off, letting it dry right now, thanks for the help guys, I'll let you know how it works out.
