I have a broken Toshiba Equium A60, and I was wondering if it is possible to:

A. Swap the CPU's
B. swap the RAM

into my Acer TravelMate 4601LCi

They both support the same type of ram(DDR SDRAM) so you could probably swap the RAM. If they both use the same socket type, then you could probably swap the CPU as well. Only problem you might run into is how accessable the CPUs are. The RAM is right on the underside but you'll probably have to take off the bottom case of the laptop to get to the CPU.

CPUs in laptops are generally hard to get at (require major disassembly of the laptop) and may be surface mounted (soldered to a circuit board) if ether one is surface mounted I would not even consider trying. Also, if your TravelMate is still under warranty, changing the CPU will definitely void that warranty.
