Change from AT to ATX power supply

I am trying to install a new power supply in my PC and am having trouble. The original power supply with the machine was a 250 watt AT power supply. I am trying to install a 400 watt ATX power supply. The SOYO 5EHM motherboard appears to accomodate both types, however, when I make all the necessary connections, the fan on the AMD processor turns on for a split second and then nothing happens. I have not made any changes to the motherboard settings. Do I need to make any jumper changes (JP5 set on 1-2) or other connections? Will this power supply work in this PC or is the power supply bad? Please advise. Thank you.

You are correct in that a jumper change is needed. You need to move both the jp2 and jp6 jumpers from 2-3 (AT mode) to 1-2 (ATX mode)
