celeron runnin really hot

This is regarding my dad's pc.
When he first got his pc the cpu would idle at only 23C! now it idles at 50C!
I did the obvious and de-dusted the fan and applied some AS5 MULTIPLE times (to make sure it was not too thick) and the temp still idles at 50C
this celeron is based on conroe and is only rated for like 35 watts. can anybody speculate why it's running so hot?
All you need is a tiny dab of paste in the center of the CPU, that's it. Don't spread it around, don't do anything with it, just leave it in "dab-form". And that dab should be approx the size of a BB or grain of rice.

If your applying the thermal paste correctly and its still hot, check that the voltage settings in the BIOS are set correctly.
