can CPU speed run less than motherboard speed

Specs: Macintosh
I know that the cpu can't run more than the motherboard's speed even if the cpu's speed is greater than the motherboard's speed, the cpu will run at the motherboard's speed .

But, what will happen if the CPU's speed runs less than the motherboard's speed ? will the computer work in this case ? or can I lower the motherboard's speed or some thing like that so cpu's speed will match its speed ? do there speed have to be always the same?

Almost all motherboards can accomodate numerous CPUs that run at different speeds. For example, most AMD socket A boards will accept a Duron, Athlon, Athlon XP or Sempron CPU. The speed can range from 600MHz to 2.2GHz. If you want to underclock or overclock the CPU, you can do so, provided the necessary BIOS settings are available AND you know what you're doing.
