How do you know how hot it is?
Tell us the actual temps and which P4 he is using.

No the heatsink is not full of dust, its a p4 2.8 HT, im not sure what the core is. The temps idle at 70c and gaming 100c. He has this mobo http://www.newegg.com/Product/Product.asp?Item=N82E16813121021

Could he just buy this http://www.newegg.com/Product/Product.asp?Item=N82E16835186134
or any other hs and fan?

I dont know much about btx mobos and so I really dont know if you can use that or not. I know that the point of BTX is to cool everything with like one fan, so replacing that may not work. What size is the fan? Maybe you could get a higher CFM fan for the heatsink.

Go out and tell him to get a thermaltake 120mm front case fan and an 80mm thermaltake back case fan. That should cool things. The problem with many intel systems using a prescott core is the stock cooling. Regardless if it's ATX or BTX it's not the type of motherboard itself that makes the diff it's the type of cooling.
