Boinc, CPU, and Speedfan

Hi All,
Been running BOINC and have gotten tired of listening to my fans constantly revving up and down all the time keeping the system cool at 100% usage. The CPU fan spins at 1750rpm normally, then every 5 minutes revs up to 4800rpm for a few minutes then back down again. This is noisy and annoying.
Would Speedfan allow me to run my fans at one speed ALL the time (maybe their average rpm reported by MBM5) and keep my system temps and fans at a more consistent value and cut down the noise as well?
I'm just concerned about damaging my hardware if the fans weren't designed to be controlled in this way. That's why i wanted to ask before i even installed Speedfan.
It seems to me that even though the fans would be running at a slightly higher rpm (say 2800rpm for the CPU fan) all the time, it would still be better for it in the long run than constantly kicking on and off between low and max.
