My BIOS does not show any overclocking options. It its all just simply Enable/Disable...
I have a Compaq Sr1900nx. BIOS is Phoenix - AwardBIOS v.6.00PG.

"My BIOS does not show any overclocking options"
Here's your reason: "I have a Compaq Sr1900nx"
The BIOS on *most* OEM machines (HP/Compaq, Dell, Gateway, etc) is "crippled" to prevent too much user tampering or overclocking. By doing so, they cut down on the number of potential tech support calls from newbies who might change settings & make their system completely unbootable.
I can imagine 1000's of calls like this per day:
"Hello, tech support? My system won't boot. All I did was change the FSB from 533MHz to 800MHz, now it's completely dead. Compaq's suck!"
If you want a better performing system, upgrade the CPU, max out the RAM, upgrade the power supply & add a PCI-e video card.
EDIT: I just realized that I'd answered your question about a video card upgrade in the hardware forum. The need for a new power supply wasn't mentioned but it's very likely to be necessary.
Not a very good board:

Can I do it over a software, such as clockgen? The only problem I have there is finding my PLL. I know getting a new computer would be the most reasonable in the terms of upgrade, but thats going to be costly. I don't need much anyway. I'm just looking to playing Cabal Online without lag, even if its on the lowest settings. I'm almost there, and I believe upgrading my video card would be the most efficient (and if i get a new computer, I can just move my card over). Overclocking appealed to me since its cost free. If I need a new motherboard and even a new power supply, then I'd just have to forget about it for now and wait until I can get a new system all together.
