Comment:

looking for the best proformance method to get a high cpu speed and higher mem speed while keeping it stable.

now is the chipset a good idead to have cooled in this method for OCing..
since the stock cooler is a light duty cooler...

When O/C'ing the CPU, you should strive for the highest possible stable bus speed, not necessarily the highest overall clock speed. The default speed of the HT bus is 1000MHz (5 x 200MHz) but it doesn't tolerate a whole lot of overclocking...most people lower the HT multi from 5x to 4x to get some breathing room, then the CPU bus can be raised to 250MHz+ without substantially raising the HT bus. The CPU multi is usually lowered as well so as not to over-overclock the CPU.

Just for an example, your CPU is supposed to run at 2.0GHz (10 x 200MHz). If you were to lower the HT multi to 4x, raise the CPU bus to 250MHz & lower the CPU multi to 9x, the CPU would be running at 2.25GHz. That's only a 12.5% overall overclock, but the CPU bus increase is 25%.

The problem then becomes the RAM. Ideally, you should have the CPU:RAM running at a 1:1 ratio, but you're not gonna get a hell of a lot out of PC3200...definitely not 250MHz. That's were the ratio setting comes into play. For example, if you set it at 5:6 (83%) with the CPU bus at 250MHz, the RAM will run at 208MHz...that's a speed that PC3200 should be able to easily tolerate.

There's also voltage increases that may be necessary to stabilize the overclock. In other words, you have a lot of settings to experiment with - it's basically trial & error.
