No the Sempron is not better than an Athlon XP. In fact it's the successor of the Duron and is supposed to compete with the Celeron. So, a Barton 2800+ is better than a Sempron 2800+ cause he have twice the cache. For the Sempron 3100+, it's on a socket 754 and not socket A. The Sempron score well against the Celeron but the Athlon XP is better and not much more expensive. Check this review at Tomshardware:

You know, AMD is soon coming out with a dual core processor. It'll act like 2 processors in one. Pretty cool!!!!
