Athlon 1.33 GHZ runs at 1 GHZ / Jumpers

Last night I discovered my AMD Athlon 1.33 GHZ system was running at 1.0 GHZ. I thought that maybe it was just a bug and it was actually running at 1.33 GHZ regardless. Then I discovered I was wrong.
I did some research and it turns out I need to adjust my CPU Clock. My motherboard default is set to 100 MHZ and I need to make it 133 MHZ. So ok... did exactly what they said adjusting the jumpers but when I adjust the very last jumper my monitor doesn't turn on. The default is on and I need to set it to off. The monitor will only work with it set to the default....
I have a BioStar M7VKD motherboard..... any help? Also in BIOS I can only go as high as 110 MHZ for some reason... I flashed BIOS and such as well.

Yes, the problem with that is when I change the JCLK2 my monitor doesn't turn on.... any reason why?

It comes unplugged everytime you change the jumpers, and only realize this when you go back to 100 Mhz. Actually no, and you probably hate me now.
Check what speed the PCI bus is at. Remember, when you change it to 133 Mhz, you must change the PCI divider to 1/4. At 100 Mhz, you need it at 1/3. See if you forgot to change that, it might change on the BIOS or the mobo, I'm not sure. Also, see what chipset you are using. I have heard that the Via KT133 won't run 133 Mhz FSB, but the KT133a will.
