AMD ghz performance mathematics

I’ve got a question that I have never tried for myself, but I’m sure a few of you have with your AMD processors in the past.
If the minimum requirements for a program states 1.7ghz and you are using an Athlon XP 1800+ clocked at 1.533ghz; in theory considering AMD rates their processors to perform as fast as an Intel processor at 1.8ghz, would the performance rating truly run that program smooth even though the core clock speed of the AMD Athlon XP 1800+ is 167mhz slower then what the minimum ghz requirements are for that program?
The reason I ask is because I noticed on a lot of program packaging alot of them don't mention AMD Athlons minimum + rating, but instead mention the core clock speed of a processor.
