Ok, I made a previous post about me building a new PC and asking about windows XP. Well, money is going to be tighter then I thought so I'm simply going to upgrade my video card, PSU, and overclock my processor to give it enough life to hold out for another year or so.
Anyway, my question is, what would be an ideal fan and heatsink for a Amd Athlon 64 3700+ (2.2ghz). I am currently considering this-

Also, what do you believe would be the maximum I could OC it without messing with the voltage.

Why do you feel you need a new cooling fan? It has nothing to do with whether a voltage increase would be necessary or not. If you have the right motherboard & RAM, you should have no problem hitting 2.75GHz+ with the stock fan.

I have a MSI K8N-Neo4-F motherboard, however I only have 2 gigs of corsair value select ram.
The reason I say I need a new fan and heatsink is because I have attempted to OC before. I OC'd to only 2.4 GHz but my framerate seemed slightly lower in game and it appeared to be tearing. Plus the temps were kinda high according to SpeedFan. Assuming "Core" is my cpu.
